Appointments in the Office of General Counsel and the Office of Enterprise Risk Management, Ethics and Compliance

Dear Members of the Rutgers Community,

I am writing briefly to inform you about some management changes in the Office of General Counsel and the Office of Enterprise Risk Management, Ethics and Compliance.

John Farmer, Jr. will complete his temporary tenure as Senior Vice President and General Counsel on June 30, 2014. Since taking a one-year leave of absence from the Rutgers School of Law–Newark, where he served as Dean and Professor, John has been instrumental in managing the legal challenges associated with our integration with the former University of Medicine and Dentistry of New Jersey (UMDNJ). As the former Attorney General for the State of New Jersey, John was uniquely qualified to help lead Rutgers through this difficult transition period, and I am immensely grateful that he agreed to accept this temporary appointment. Thanks to his vast expertise, his invaluable experience, and his steadfast leadership, we have been able to navigate successfully through this pivotal post-integration phase and establish robust compliance and risk management structures that will ensure the new Rutgers is founded on firm footing. Although John will return to the faculty as University Professor on July 1, 2014, I have asked him to serve in an as-needed capacity as Special Counsel to the President from that point on.

I am pleased to announce that Monica Barrett will be appointed Interim Senior Vice President and General Counsel, effective July 1, 2014. Monica has served in the Office of General Counsel since 1996 and is currently Associate Vice President and Deputy General Counsel. She is an expert in higher education law, specializing in faculty and staff labor issues, student affairs, university governance, and athletics. I have worked closely with Monica and have absolute confidence in her leadership. She has a thorough understanding of the intricacies of our University and is the ideal person to lead the Office of General Counsel at this time.

Finally, I am writing to announce that Frances Bouchoux has been appointed Interim Senior Vice President and Chief Enterprise Risk Management, Ethics and Compliance Officer, effective May 28, 2014. Fran has served at Rutgers for twenty-one years in the School of Law–Newark and in the Office of General Counsel, where she most recently served as Senior Special Counsel. Fran succeeds Ted Brown, who oversaw the establishment of the Office of Enterprise Risk Management, Ethics and Compliance. As Interim General Counsel at the former UMDNJ prior to the integration, Ted was well positioned to begin this process. He will serve as Senior Vice President and Chief Healthcare Compliance Officer as he completes work on a vital Corporate Integrity Agreement, which he will personally deliver to Washington D.C. before the end of the year, following which he plans to retire. I would like to thank Ted for his continued service to the University and welcome Fran to lead this important office.
